I just have a question and I think some of you can explain to me how this
works.  Last week, my Independent Living Center called me wanting me to come
in to talk with the feds who were flying here to question if they should cut
somewhat they're giving North Dakota as money for independent living.  I
understand they need to review things from time to time, but I don't
understand why they're just interested about cutting North Dakota's money and
not other states because I asked them if they were looking at all fifty
states and they said no just North Dakota.  I'm wondering how they can just
take away from one state and not all fifty.  To me, they should begin telling
states to count their citizens with disabilities and special needs, they
could use that number to determine how much money your state can receive.
