They must -- else why bother?
I got a telemarketing call last night which was technically fabulous.
When I picked up the phone, I said "hello?" and there were some sounds
like the phone handset had slipped out of the caller's hand. He seemingly
picked it up, muttered an apology, and launched right into his spiel for a
furniture and carpet cleaning biz. He made it sound like he was desperate
to get enough work to keep his guys busy, etc. etc.
It wasn't until he said "Look, I'm in the office right now, press 8 to
talk to me" that I realized it was all a recording. The "dropped
receiver" bit was a clever way to miss the opening chit-chat that a
recording couldn't handle, and hence fool me into not hanging up
instantly.
