You might try disabling Fast Shutdown. To get there go
START/PROGRAMS/ACCESSORIES/SYSTEM TOOLS/System Information Utility. When
there, under Tools, start System Configuration Utility and click on the
Advanced box under the General tab. That will take you to the Advanced
Troubleshooting Settings. Down the list the is a box you can check to
Disable Fast Shutdown. This has worked for me an at least one other list
member.

My Microsoft 98 system has suddenly refused to "shut-down". Each time I log
out and shut down, it goes into a "wait" mode and then just returns to the
standard windows screen. The only way I can shut off the AT system is to
turn off the power button. When I next turn the system on, I get the usual
scan disc, etc. before it will come on.
Any suggestions will be of great assistance.
