You must talk about ATX system and it doesn't post, right? the power switch
pin and reset jumper doesn't care which way to face, as long as you get the
right place (and the wire is not faulty), they should do the job.

You may try some troubleshooting steps:
1) make sure the "clear COMS" jumper is not set to clear, check if you did
set CPU FBS (front bus speed) correctly
2) check the power connecting to mobo, if there is a loss connection, you
are not going to get anything, also check the RAM, did you pushed it/them
in? sometimes they look like in but they aint.
3) make sure IDE cables are plugged correctly (pin one to red wire), both on
mobo side and harddisk/CD drive side
4) make sure the video card is in its place
5) if possible, check the power supply/RAM/CPU on other machine
6) unplug the power, and clear COMS, wait 3min, and try again
7) if all failed, does the machine give you any beep?

We need more info on the problem.

Dear PcBuild,
This is my first computer I build and I need help.  I put everything to
gather and the pc did not come on.  After messing with it, it came on but
the power on/off switch and the reset switch did not work.  Is their a
certain way to hook the case cables to the motherboard?  Are the letters on
the pins facing inward or outward?
