With System Commander you can do what you want. Install it first. Then
install Win98 under DOS. System Commander should recognize both system and
allow you to boot to the system you intend to boot to. Boot Manager (?)
should be able to do the same thing.

If you don't want to use an extra software, you can get Windows 2000 Pro
which has the selection to boot between Windows 2000, Windows 98, maybe
Window ME too. I'm not sure if you will be able to have all 3 recognized by
the system.
