Before you start troubleshooting, make sure: 1) there is no heat problem 2)
you flashed BIOS to latest.
What is the speed of CPU? if it is 700, and you can't run it at 700, send it
back to get replacement. If you are trying to overclock, try install windows
without overclocking, once windows is up and running, then rise CPU speed
bit by bit, until you find the best speed without overheat worry.
I highly recommend DO NOT overclock unless you know exactly what you are
doing.
