Deri,
No, "Tax Free Day" only covers Federal (U.S.) taxes. Local taxes vary
widely. The more urban areas carry a higher tax burden...

There are 3.785 litres in a (US liquid) gallon.
Or, 4.545 litres in a (UK) gallon.
You'll have to allow for exchange rate as well.
