Even those of us with heavy workboots and ashen pallors could tell you it's
flexible membrane flashing (the green variety is probably WR Grace
Perm-a-Barrier) that's installed to keep water off the columns so the
building doesn't get those long vertical varicose veins at the
corners....again.

I wanted to be the 15th  to tell you.
