Lana,
Depending on the Brand/Model of your laptop you may have to disable the
integrated trackball. My old IBM ThinkPad had to have the Track Point
tracking device disabled before my PS2 mouse would work properly.  Laptops
have either a key combination to press at boot to allow you to get to the
laptop settings or you have a program in Windows 95 to allow you to change
settings.  Since your originally had Win 3.1 I suspect that there is a key
to press while booting that lets you get to the settings to disable the
trackball.  Your manual or a message on the screen as it starts to boot
should tell you what to press.
