Both reports seem to suggest that the public
explanation is heading towards a problem with soiling
and lack of cleaning ... which may well be close to
the truth.

I have had peripheral involvement in the past on a
problem with discolouration on polished stainless
steel cladding atop a 60+ storey office tower ... and
the conclusion was localised corrosion staining
developing around atmospheric deposition (read dust or
soiling).
