Population control would be accomplished over some generations if each
person had one baby. That means a married  couple could have two children,
period. (A single woman and her sperm donor also count as a couple.) After
each person produces one baby, that person produces no more babies.
The population would gradually drop because of death rates among those who
haven't yet had children and those who didn't want them. I realize that, in
the real world, some fools would abort female fetuses. But population
control is possible without going to the state-dictated one-child thing that
China had.
