I don't know if this is completely true.  I just reloaded NT 4.0 this
last weekend on a 2.5 Gb partition.  First I completely blanked out the
disk (no partitions).  Then I let NT setup go through the whole procedure
of creating it's own partitions.  I did find it a little odd that it
would allow a >2 GB partition with fat 16, nonetheless, it did, and then
converted to NTFS.  It seems to be working fine.
