Diane,
28.8 is the maximum actual speed that any analog modem
can achieve. The higher "throughputs" (33.6 and 56K) are
actually accomplished through data compression techniques.
Check with your ISP and confirm that your modem is:
#1 using the correct phone line -- not all modems are compatible
at high speeds. My ISP has four separate dial in numbers; one for
USR modems, one for Rockwell KFlex modems, one for Lucent
modems, and one for generic modems.
#2 set up with the correct initialization string.
