Make sure himem.sys is on the boot disk, and the line
device=a:himen.sys is in a:config.sys. You might try
adding the line dos=high to config.sys (although that
is the default, and therefore should be unnecessary).
This is the usual cause I have seen for your error
when users are not using the Microsoft diskette that ships with 98.

I tried MemMaker, but that didn't help. Is there something I can do in
