I have seen this happen with outdated DirectX Drivers. You may want to
update to the newest release. There was in the past a problem with the
scrolling features, mostly with ATI cards, but others as well. You may also
want to update Video drivers to the latest release. You can pick up the
Directx drivers at http://www.microsoft.com/directx/

By the way, to remove the multiple entries in device manager you may want to
do so from in safe mode, as sometimes they are not seen otherwise. When
removing multiple entries in Device manager you need to remove all them, and
restart for the system to find them. If you still have problems, a
Re-install of Windows may be in store.
