I think Sandy's point was that while _excessive_ quoting is both
unnecessary and against the guidelines for this list, when you respond
to an email you _should_ quote enough so that your response has some
context to facilitate understanding.
Lately, the terseness of the replies and the lack of context makes the
list information less useful - to me, certainly.
