Assuming that you have an AGP video card and you are using the PCI slot
right next to the Ethernet card, I found out that those two slots always
use the same IRQ.  I ran into a problem somewhat similar because I had my
Ultra ATA-66 card next to my Matrox G400 MAX AGP video card, and my
computer would boot up to Windows, and then freeze, which was happening
because they had to share an IRQ which was causing a conflict.  When I
moved the Ultra ATA-66 card to another slot, it worked fine, so you
probably just have to deal with the slow booting or remove a card.
