Just to clarify: It is the gateway machine, which would otherwise
have two NICs, that would be "bogged down". The DSL "modem" is
almost certainly a router anyway.

It's not so much a requirement that these be static, as that's by
far the easiest way for an ISP to manage multiple-IP accounts....
