Take it to another home and try it. I had the same problem and after much,
much frustration, found it was a loose neutral at main power box. This is
an easy way to rule out your power.

Hello everyone
I am really at my wits end. I have a PC that kepts on rebooting all by
itself. weather in standby or working on it surfing the web. There is no
warning, it just reboots. I have change the CPU, Fan, Hard Drive, and
Ram - no help I have also remove everything from case to base setup
(mobo,ram. video, HD and Floopy) - NO HELP. Then I removed the MOBO out
and check for something that may be shorting it out, found nothing. I
then replaced it back in the case with insulated washers on the screws.
Still no Help. It looks like the MOBO is bad. Any ideas?
