Here in british colombia anyone can label organic there is no rules about
what it means . BUt if you are labeled certified organic it means that your
farm products are controled by a certification program who decide of the
rules.  That is mostly the same from one certification program to an other
,but there is some differences. For animal raising it means that they must
be fed certified organic feed and the pastures for herbivorous are
fertilised with organic fertilisers and no pesticides herbicides are used .
here too they can't used treated post for fencing ( those green posts that
are used everywhere now have arsenic chromium and copper.in it and older
they are more they leach their poison). no hormones or antibiotics can be
used.
certified organic doesnt mean that it is only grass fed they can give them
ready mixed organic grains and other by products of the  organic oil
industry, molasses etc...
those organic feed are expensive so mostly the farmers prefer grass and hay
to them but use them to put weight on the animal.
So a free range grass fed animal antibiotic and hormones free is likely to
be better than certified organic if the pastures are not intensely
chemically fertilised.
