Ruth,

It has to do w/ Halloween and a lingering taste of blackouts during WW II.
There is a lot of energy in the city expended on collecting beeswax candles
and whale oil lamps and by painting over the windows, usually with several
coats of black paint, it affords a sensible use for these illuminary
artifacts. :-)
