When Brooklyn Borough Hall had the Humor Czar as a fulltime resident I
understand that the random assortment of marble dutchmen were too white for
the remainder of the original facade, making Howard Golden (Borough
President) unhappy that the building looked sickly, and resulted, thanks in

in order to give an homogenous coloration to the building and to hide the new
work from the old.
