I'm not too sure I understand this concept. I am of the opinion that a
cooling fan with a blocked inlet would not be conducive to proper
cooling. The components would heat up that's a given. How much heat they
generate in a suspend state may be an unknown factor. The fan itself
relies on free air to cool itself, the bearings, and whatever components
it was designed to cool . If the fan is blocked then there would be a
heat buildup.
This is my experience with cooling fans that sometimes stop without any
warning or are clogged with dust. Erratic system operation is usually
the first indication there is something wrong.
