My 15 story, 1923, brick and limestone cooperative has decided to "clean the
facade".  To do this the managing agent has secured three bids, from which a
choice will be made and the project implemented.  There is a consulting
engineer for the building, but he reviews plan changes, and is apparently not
involved with this effort.

In the best of all possible worlds, how should this project proceed?
